Justin’s career was established through developing the UK’s greenhouse gas and air pollution emissions monitoring and reporting systems.  For 10 years Justin was responsible for building a sustainable team of 20+ inventory experts and data systems for the UK. Building on this role Justin has also made significant contributions to the UNFCCC annual inventory for the UK and the National Communication review process as a Lead Reviewer. He has also supported the EU and its Member States in GHG and air pollutant inventory and policies and measures compilation, reporting and review and provided expert advice to developing countries on new climate and air pollutant monitoring, reporting and review systems.

Justin’s active involvement in establishing sustainable teams and developing tools builds on insights from 20 years of innovation, lessons learned and in developing good practice in data gathering, analysis, QA/QC, reporting and review/auditing of estimates and reports.  Justin focusses on data associated with energy, industrial processes, waste and land-use change and forestry. This covers greenhouse gases and air pollutants emissions, mitigation action and more recently adaptation action and associated support and links to sustainable development goals. For the European Union and through his work with the European Environment Agency’s Topic Centre, Justin has played leading roles in the EU Member States’ compliance with the Kyoto Protocol reporting, in continuous improvement of GHG inventories, projections and policies and measures and in the development of the Paris Agreement Enhanced Transparency Framework.

Justin has also supported countries such as Barbados, Grenada, Saint Vincent and the Grenadines, the West Balkan countries (Croatia, Albania, Bosnia and Herzegovina, Montenegro, Macedonia, Kosovo, Serbia) Turkey, South Africa, Italy, Ireland, Iceland, Jamaica, Malta on their National Transparency Systems for climate and air pollutant action.

Justin is married and has three daughters and a dog.  He is a keen windsurfer, kitesurfer and surfer. Justin enjoys time outdoors and on the water, with his family. He also enjoys recycling materials into furniture in his spare time.
