Guidance for EU Member States on Forest Reference Levels

Aether has contibuted to Technical Guidance on developing and reporting Forest Reference Levels (FRL).

The LULUCF Regulation requires the Member States to submit their National Forestry Accounting Plans (NFAPs), including a proposed Forest Reference Level (FRL), to the European Commission .While the guidance provided in this document is not binding on the Member States, it seeks to help the Member States to interpret the LULUCF Regulation and provides examples of possible technical approaches for preparing the FRLs and NFAPs.

The promotion of sustainable management practices in the Land Use, Land Use Change and Forestry sector (LULUCF) can contribute to climate change mitigation by reducing emissions and maintaining and enhancing sinks and carbon stocks.
